El Emergency Services College (Escuela de Servicios de Emergencia) forma y entrena especialistas en rescates y asistencia en incendios, defensa civil y otros casos de emergencia. El diseño basado en el orden y la pureza formal, que contrasta intencionadamente con el caos propio de las situaciones de desastre, no ha sido un impedimento para dotar al edificio de una armonía de proporciones que, a su vez, concede prioridad al aprovechamiento de los espacios.

The Emergency Services College provides education and training in its special field under the supervision of the Ministry of the Interior. The College plans and arranges basic and advanced education and training in fire and rescue work, civil defense training and other training in emergence operations.
The site houses the college building and the student residence building, built in 1992 and based on the result of an architectural competition, a teaching building (completed in 1995) and a building for washing vehicles (completed in 1998).
The fourth construction phase consists of a new teaching building and a hotel for those taking part in short courses.
The concrete hotel building on the street side closes off the site from the open street space and at the same time forms a pair to the old hose tower as a stop to the boulevard of Pyörönkaari. There is parking space for private cars and emergency service vehicles in the basement of the building.
Inside the building, the hundred-metre long central corridor is broken up into a modern village street by a series of living areas in red that break up the cellular accommodation.
The new teaching block is set in the park area of the site as a satellite building. The spatial structure is simple, being based on four atrium voids in the centre of the building.
The elevations are in silver PVF2 cladding, which marks the building out from its surroundings.
The architecture of the Emergency Services College aims to follow the college’s function. The collage trains its students to survive in chaotic situations. A clear, tight plan with precise exterior architecture provides a background for training intended to develop reliability, caution and stamina – the basis for professional competence.
